[Nsa] NCAR Computer Procurement Process

As many of you know, the IBM Power5 (named bluevista) was delivered
to NCAR last Saturday.

CISL/SCD is also immediately embarking on the procurement of the
replacement for the IBM Power4 machine (bluesky).  Involvement of
the community scientists is paramount in the procurement of the new
supercomputer.  The attached document describes the process to be
followed, and the schedule which will result in a significant
supercomputing upgrade at NCAR in late 2006 or early 2007.
