[ncl-talk] the source code of the function wrf_tk

The source code for wrf_tk is in the NCL source code, in
ni/src/lib/nfpfort/wrf_user.f90, in a subroutine named DCOMPUTETK.

That subroutine is called by an NCL wrapper function in
ni/src/lib/nfp/wrfW.c.
