NOTE: this may be slow*
I believe HGT [HGT_M] is *model* orography. Not 'real world' orography.
Unless the real world terrain is smoothly varying, Interpolating to "actual
station height ", regardless of method [nearest neighbor, bilinear], will
have issues.
