Could you tell me the equivalent of the following NCL command in python ?

TC2=TA_MEAN(:,0,:,:)

where TA_MEAN is a 4d variable with the following dimensions

 Dimensions and sizes: [Time | 745] x [bottom_top | 50] x [south_north |
129] x [west_east | 210])
