[ncl-install] NCL Installation failure in Ubuntu 18.04

Hi Kevin,
Yes, you're right. I think instructions on the website worked well for me.
It's just that there's some problem in running the test scripts. Maybe you
should edit them. Other scripts are working fine. I'm new to NCL and so
couldn't figure out what was wrong.
