[ncl-install] Installation problem

Hello:

I am Installing and running NCL on Windows 10 Linux Bash shell
I am following the instructions from the NCL website.

Opened firefox window from the Linux shell

Downloaded ncl_ncarg-6.4.0-Debian7.11_64bit_gnu472.tar.gz
I get a message that the download is complete
But the cursor in the linux terminal continues to blink, with no end

However when I go to the folder Downloads, the .tar.gz file appears in red.

Is there a problem with the download and how can I solve it please.
