[ncl-install] Plotgrids error

I am currently working the tutorial of WRF and the first step is the
plotgrids part. Wen I run it the following error appears:

fatal:Could not open($NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_code.ncl)
fatal:error at line 7 in file util/plotgrids.ncl

I have seen some possible solutions and edited the environment (in bashrc)
to:
export NCARG_ROOT=/usr
export PATH=$NCARG_ROOT/bin:$PATH

I am using Ubuntu 16.04 and NCL 6.3, using the command "which ncl" shows :
/usr/bin/ncl

Any help that can be provided will be appreciated.
