[ncl-install] NCL installation

In general, the CentOS 7 binary will not work for a 6.8 installation, While
RHEL and CentOS back-port things, the gcc version just won't work. You
might try getting gcc-4.8.2 from EPEL, but I suspect you'll have other
issues.
