[ncl-install] Library Issues While Installing on OS X

Chris,
The newest gcc/gfortran compilers are in the 5.x range. I was told that the el capitan release was compiled with gcc/gfortran 5.3.
Try upgrading to those. I am running 5.3 compilers and it is working swell.
