[ncl-install] Problem -install ncl

Hello, good morning

I have a problem. I'm running NCL in Windows with Cygwin X. My operative
system is Windows seven. When I run "ncl -V", in my window  I don't see
nothing, I don't see a message error, don't happen nothing.
 I don't know which is my problem.
