[ncl-install] Test version of NCL 6.4.0

Benita,

I haven't compiled the test/development version of NCL under Cygwin yet.  I
just upgraded to Windows 10, but hopefully that won't be an issue with
people who are running older versions of NCL.

I will try to do NCL 6.4.0 on Cygwin this week.  Please email me offline
later this week to remind me, because I usually have 20 other things going
on.  :-)
