[ncl-install] NCL Installation

Hello NCL Team
I am facing problem in installation of NCL in computer (Windows 10, 64 bit
operating system).

I watched a video about cygwin installation and found I need to install  64-bit
Cygwin as my operating system is 64. However, I saw  64-bit Cygwin hasn't
been compiled  with NCL yet.

In this case which version I need to install?
