[ncl-install] can't find Cygwin version of NCL binaries

I am trying to install NCL 6.3.0 on Cygwin.  I installed Cygwin (32 
bit), but none of the NCL binaries have "CYGWIN" in the file name. Is 
there an alternate version I can use? Thanks, Ray
