[ncl-install] Issue installing ncl 6.2.1 on Cygwin 32-bits

This problem seems to happen if you don't have "tcsh" installed on your
system.

Please run the "setup-x86.exe" program again, and under "Shells", make sure
that "tcsh" is checked so that it gets installed.

Note: the setup-x86.exe program can be run again and again to install new
packages. It won't keep re-installing everything from scratch, unless
there's a new version of that package available.
