OK! I got it. I'll try it again.
And another problem is in the ./ni/src/ncl/FileSupport.c.
At the line around 2901, the switch loop.
If I use the same configuration above(i.e. not support NetCDF4) to install.
I'll get a message that say NC_FORMAT_NETCDF4,
                                       NC_FORMAT_NETCDF4_CLASSIC,
                                       NC_FORMAT_64BIT
                                 and NC_FORMAT_CLASSIC are undefined.
Then get Error.
So, I install by command out this 4 case statements like below now.

                        switch(format)
                        {
/*
                                case NC_FORMAT_NETCDF4:
                                        file_ext_q = cur_ext_q;
                                        found = 1;
                                        *new_hlfs = 1;
                                        break;
                                case NC_FORMAT_NETCDF4_CLASSIC:
                                case NC_FORMAT_64BIT:
                                case NC_FORMAT_CLASSIC:
                                        file_ext_q = cur_ext_q;
                                        found = 1;
                                        break;
*/
                                default:
                                        found = 0;
                                        break;

I think if I use NetCDF4 will solve this problem.
Thank you so much. I'll try it by NetCDF4(4.1.2)
