[ncl-install] shell errors during NCL compilation

Hi Mark,
It looks like something got into your config file and messed with all your Makefiles.
Can you send me the $NCARG/config/LINUX file you're using, along with $NCARG/config/Site.local if you have that file?
Also, your make-output file would be helpful.
