[ncl-install] 5.2.1 binary on PowerPC?

Hi Mary,
I don't use opendap at all (currently) but as long as there aren't any
other install steps (e.g., extra libraries), an enabled version would be
fine. A non-opendap version would be great if it's not too much time.
