[ncl-install] GLIBC_2.7 not found error with ncl/5.2.0 binary

There is a gcc412 version:

ncl_ncarg-5.2.0.Linux_Debian_x86_64_nodap_gcc412.tar.gz

It should be okay even if your system isn't running Debian.
