[ncl-install] Specifying extra flags

What is the best way to pass in extra compile and link flags to the ncl 
make process?  I had perhaps though EXTRA_CCOPTIONS, EXTRA_CLDFLAGS, but 
they seem to be overridden in some makefiles.
