[ncl-install] Binary install problem on RHEL5

Tom,

I have a feeling that you are setting NCARG_LIB to /usr/lib.  This
will override NCARG_ROOT, when looking for the special files.

Make sure NCARG_LIB is *not* set, and rerun your script.
