[NARCCAP-discuss] HRM3 3D wind lat/lon & Various Data Issues

Thanks Seth,

There are a couple more data issues I've encountered in the past
couple of weeks:

WRFG-cgcm3: all current period prw data is set to missing
RCM3-gfdl: all current and future evps & hfls data are set to missing
