Efren,

Here's the feedback I got from Eric Gilleland:

It sounds like they want to get the frequencies of the forecast in
specific
categories (bins), i = 1, ..., k conditioned on whether an observed
event
happened or not.  From my answer to the last email request you sent
about
the discrimination plot, I suspect that this information is not
currently
available as MET output.
