Bob,
I just got your file. I see you're running plot_data_plane to display
1-hourly accumulated precip. But it's not present in your file.
I think this is what you want instead:
* met-8.1.1/bin/plot_data_plane qc_200202_us057g1011t94a060002400

The resulting image is attached.
FYI, here's how I figured it out...
I used wgrib to look at the records and I get this warning:
wgrib qc_200202_us057g1011t94a060002400
* Undefined parameter table (center 57-1 table 133), using NCEP-opn*
You can add your custom AF GRIB1 table to wgrib so that it'll make all
of
this easier... and I'd recommend doing that. But mine isn't setup
that way
either. Precip is special... it's an accumulating variable... not an
instantaneous forecast. So I re-ran wgrib and ignored all the
instantaneous forecasts:
wgrib qc_200202_us057g1011t94a060002400 | egrep -v "24hr fcst"
Undefined parameter table (center 57-1 table 133), using NCEP-opn

There are 2 records left, for GRIB codes 240 and 243. I checked in

AF GRIB table (met-8.1.1/share/met/table_files/grib1_af_133_57.txt)
and
found the lines for 240 and 243:
240 133 57 1 "TOTACP" "Total Accumulated Precipitation" "kg/m^2"
243 133 57 1 "TOTSNOW" "Total Snowfall" "in"
Looks like this table calls precip "TOTACP" instead of the more common
"APCP". Also, it's accumulated over 24 hours, not 1. So that's why I
used
'name="TOTACP"; level="A24";'.
If you had wgrib configured to use a table for center 57-1 table 133,
then
