Hi,
Does the configuration file or MET-TC documentation say what alpha is 
used for the lower and upper normal confidence interval of the mean 
(MEAN_NCL and MEAN_NCU)?

Dave,

The default alpha value is 0.05.  This can be overridden using the "-
out_alpha" job command option.  This is mentioned in
METv4.1/data/config/README, but it doesn't list what the default value
is.
I'll update that in the development version of the README file so that
it'll show up in the next release.

Dave,

Also, I see that when you run a "summary" job for the stat_analysis
tool, it lists in the output what alpha value was used:

DEBUG 2: Computing output for 1 case(s).
JOB_LIST:      -job summary -line_type CNT -column RMSE -out_alpha
0.05
COL_NAME: COLUMN TOTAL MEAN    MEAN_NCL MEAN_NCU MEAN_BCL MEAN_BCU
STDEV   STDEV_BCL STDEV_BCU MIN     P10     P25     P50     P75
P90     MAX
  SUMMARY: RMSE   8     3.71863 2.83479  4.60248  3.06109  4.41067
1.05720 0.55372   1.28959   2.40355 2.40355 3.20660 3.64964 4.16167
5.17170 5.17170

I'll make the behavior for tc_stat consistent with this and add in the
-out_alpha value used for the job.

Dave,

What I sent you was output from the stat_analysis tool, not the
tc_stat tool.  stat_analysis does for the other MET tools what tc_stat
does for the hurricane track data.  But I'm updating tc_stat now
in the development version so that it'll list the alpha value that was
used for "summary" type jobs.
