[ISP] ISP website revamp

The ISP website has been redesigned and augmented.  Take a look if you 
need a break from your busy day.

The core projects each have an updated page listing a summary of the 
project, experts, plans/data, and other information.  If you have any 
changes you wish me to make please send them to me by 3pm Friday so I 
can have them in place before my departure from NCAR an attempt to 
retire (again) later that day.
