Yes, this API is available from all ESG Gateways currently.  I just ran 
a quick test to PCMDI and received an XML response.

This existing API will continue to be available in future Gateway 
versions (1.3.1+).  Version 1.3.1 will also provide a REST based service 
for accessing the dataset collection metadata.  Version 1.3.1 is the 
next release and should be available within a month or so, pending 
acceptance.  More details on this version follow:
