Regarding international network performance...

Some time ago, the ESG project made preliminary contact with ESnet,
the DOE's internet service provider.  They have very good
relationships with most of the other international networks and have
had good success working together to tune up specific links when there
are significant data movements taking place (particularly for
high-energy physics projects).  There are a myriad small things that
can kill long-haul network performance.  It is hard to tune them up in
general, but if you have specific cases to focus on, there is often
much room for improvement.  They offered their assistance to ESG in
this regard.

At the time, there was not enough infrastructure in place to provide
the testbed they could work with to understand the nature of the flows
and locations, and start tuning things up.

Maybe it is time to revisit that offer?
