[ESG-CET] Format for XML input to BDM

The XML formatted input samples for BDM is on
https://sdm.lbl.gov/wiki/Software/BDM/BDMOptions.
This format has not been changed since last summer. As we implement the
XML input handling, it may change by the use cases.
