Lynker is seeking a highly experienced and strategic Operational Hydrologist to serve as the R2O Lead within the NOAA National Weather Service (NWS) Northwest River Forecast Center (RFC).</p><p>This is a high-impact role supporting a partnership with the NOAA Cooperative Institute for Research to Operations in Hydrology (CIROH), the Office of Water Prediction, and the Center for Western Weather and Water Extremes (CW3E). You will spearhead the experimental implementation of Forecast-Informed Reservoir Operations (FIRO), transforming mature research into operational protocols that protect communities and ecosystems in the Pacific Northwest.</p><p><b>Key Responsibilities:</b></p><ul><li><p><b>Strategic R2O Leadership:</b> Lead the design, testing, and operational deployment of advanced hydrologic models and forecasting techniques (specifically FIRO) within the RFC environment.</p></li><li><p><b>Liaison:</b> Act as the primary bridge between CIROH/CW3E researchers and NWS operational leadership.</p></li><li><p><b>Technical Integration:</b> Oversee the integration of new modeling systems into the NWS Community Hydrologic Prediction System (CHPS).</p></li><li><p><b>Mentorship:</b> Act as a subject matter expert and mentor to junior hydrologists and forecasting staff.</p></li></ul><p><b>Qualifications:</b></p><ul><li><p><b>Education:</b> Ph.D. in Hydrology, Civil Engineering, Atmospheric Science, or related field; OR a Master’s Degree with at least 10 years of specialized professional experience.</p></li><li><p><b>Experience:</b> Deep technical proficiency with operational forecasting systems (e.g., NWS CHPS/FEWS) and hydrologic modeling suites.</p></li><li><p><b>Skills:</b> Expert-level capability in programming (Python, R) and data management for large-scale hydrologic datasets.</p></li></ul><p><b>Candidate Consideration:</b>
