<p><span style="font-size:11.0pt;font-family:"Calibri",sans-serif">The Earth Science Branch at NASA’s Marshall Space Flight Center in Huntsville, Alabama, is seeking a project scientist for the Satellite Needs Working Group (SNWG) Management Office. The SNWG
Management Office is a high-visibility project office with broad responsibility for the successful implementation of NASA’s response to the biennial survey of federal agency needs for Earth-observing satellite data. The SNWG Management Office supports NASA
Headquarters' Earth Science Division in assessing federal agency needs, facilitating the development of scientific solutions to those needs, managing solution implementation, and conducting comprehensive stakeholder engagement. The project scientist will
provide subject matter expertise supporting both the assessment and implementation phases of the SNWG cycles. The project scientist will join the Interagency Implementation and Advanced Concepts Team (IMPACT) and become an active member of the</span>
<span style="font-size:11.0pt;font-family:"Calibri",sans-serif">Earth Science Branch which includes a large staff of federal employees, academic staff, and contractors supporting focused Earth and atmospheric science research, applications, and data science
at NASA’s Marshall Space Flight Center.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN">The project scientist will lead or contribute to all technical aspects of the SNWG project. He / she will
</span>support the NASA assessment of SNWG biennial surveys to fully determine scientific scope of needs submitted by other federal agencies as well as evaluate the feasibility of proposed solutions and appropriateness of cost estimations. He /she will lead
the SNWG Management Office’s Stakeholder Engagement Program (SEP) team to provide direction and approval of all training and workshop activities supporting SNWG solutions and will coordinate budget and schedules with the SNWG project manager. He / she will
assist with the management of SNWG funded solutions including scientific planning and advise on the development of technical agreements, budget, schedule, and risk analysis. He /she will help lead the SNWG milestone reviews and evaluate progress and deliverables
from the scientific perspective and work with the SNWG project manager to formally document review decisions and provide feedback to convey approval / disapproval from a scientific standpoint. He / she will ensure solutions are in alignment with NASA’s open
source science policies. He / she will serve as the interface between NASA Headquarters program executives / program scientists and the SNWG Management Office and the Earth science community (including Agency stakeholders) in the response process. As part
of the Earth Science Branch research staff, the project scientist is also expected to maintain an active research program using Earth-observing satellite data.

<p class="MsoNormal">Applicants should have knowledge of and experience with remote sensing instrumentation and principles, retrieval techniques, and the application of the measurements to address Earth system problems with research results documented in peer-reviewed
publications. He / she should have knowledge of NASA’s peer-review process, both in developing competitive proposals and in reviewing and conducting review panels. He / she should have strong oral, written, and interpersonal communication skills. He / she
should have good integration skills and ability to operate in a complex organizational environment, routinely interfacing with internal and external organizations. He / she should have the ability to handle multiple assignments with varying due dates and
the ability to compile, analyze, and reconcile inputs from internal development teams and outside customers. He / she should be results and solutions oriented and be an independent self-starter. He /she should also have knowledge of and experience with scientific
data stewardship practices and policies, and metadata and data standards used by NASA and Earth science data processing systems and processes. He / she should have the ability to work well in a blended work environment that involves both remote and in-person
