<div class="">Regular, Full-Time, RCUH Non-Civil Service position with the with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), Pacific Islands Ocean Observing System (PacIOOS) located
at the University of Hawai‘i at Manoa (UHM) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. </div>

<div class="">DUTIES: Designs and oversees the PacIOOS Wave Buoy Program in the independent Micronesian nations of the Federated States of Micronesia (FSM), the Republic of Palau, and the Republic of the Marshall Islands (RMI). Coordinates, manages, and maintains
the operational wave buoy observing network. Tasks include: deployment and operation of new directional Waverider buoys in the independent Micronesian nations of the Federated States of Micronesia (FSM), the Republic of Palau, and the Republic of the Marshall
Islands (RMI). International travel and independent coordination with Federal and island nation partners are required. Develops and implements educational programs and training workshops to build local capacity throughout the region. Participates in shared
24/7 on-call ‘pager’ duty for emergency buoy response for the buoys in the FSM, Palau, and RMI. Manages technical logistics, including procurement, shipping, receiving, wave buoy assembly and disassembly from the UHM laboratory, which requires international
travel and day-work at sea. Establishes, coordinates, and maintains service contracts for maintaining the buoys, for managing data collected by the buoys, and for field efforts. Coordinates wave buoy data management and buoy performance with the Coastal Data
Information Program.Operates University of Hawai‘i (UH) three-quarter (¾) ton truck and three (3) ton flatbed vehicles to assist with off-site deployments. Operates a forklift for various tasks (e.g., moving and loading buoys, mooring equipment, and anchor
weight systems). </div>

<div class="">PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Environmental Science, Marine Science, Engineering or a related field. EXPERIENCE: Three to five (3-5) years of experience
related to oceanographic research/fieldwork, experience establishing and maintaining partnerships, experience with conducting trainings/workshops for regional collaborators and stakeholders, and a successful history of project implementation. Includes experience
in establishing research or other collective goals and maintaining implementation timelines, while having a familiarity with budget management and purchasing, as well as experience in logistics for remote projects, including shipping (e.g., cargo and HAZMAT),
travel coordination, collaborating with partners . Experience must include ocean experience onboard small boats, and familiarity with skin-diving and working with oceanographic equipment (e.g., buoys, mooring lines, anchors, etc.). ABIL/KNOW/SKILLS: Strong
knowledge of how to work successfully with partners and stakeholders to achieve mutually beneficial goals. Knowledge and understanding of ocean observing systems and their objectives, with a focus on oceanographic buoy mooring design and implementation. Working
knowledge of permit processes and regulations for instrument deployments in the coastal zone. Knowledge of conducting safe and effective small boat operations, including onboard safety equipment and general boat maintenance. Knowledge of hand tool operation
and electronic component assembly. Ability to work independently and effectively in a team environment. Ability to adapt to evolving program needs and take initiative to address them. Must possess excellent written and verbal communication skills. Ability
and interest to plan, organize, and facilitate stakeholder meetings and trainings. Proven ability to translate complex scientific subjects to lay audiences. Proficient in the use of personal computer (PC) and Apple operating systems, and Microsoft Office products.
Ability to work with diverse stakeholders from throughout the PacIOOS region and among Federal, State, and county agencies, citizen and community groups, industry members, the general public, non-governmental organizations, and academia. Must be able to obtain
passport for international travel. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the
duration of employment. Ability to operate University of Hawai‘i (UH) three-quarter (¾) ton truck and three (3) ton flatbed vehicles to assist with off-site deployments. Comfortable working on small boats in the open ocean. Demonstrated ability to work effectively
and safely around heavy equipment and instrumentation in the lab, field, and on vessels. Must be willing to safely operate a forklift for moving and loading buoys, mooring equipment, and anchor weight systems. Post Offer/Employment Conditions: Must successfully
complete the Hawai‘i State online boating safety course within two (2) months from date of hire. Must be able to obtain UH Marine Center forklift operator’s certification within two (2) months from date of hire and maintain throughout duration of employment.
Must obtain an Environmental Health and Safety Office (EHSO) Training Certificate (or be able to obtain the certificate following training provided within six (6) months from date of hire) for laboratory safety education. PHYSICAL/MEDICAL REQUIREMENTS: Ability
to conduct physically demanding field labor in the surf zone and on small boats in ocean conditions. Must be able to lift and carry up to thirty-five (35) pounds unassisted, or at least fifty (50) pounds assisted. Must possess strong swimming skills, be comfortable
skin-diving, and proficient with breath holding to fifteen (15) foot water depth. Ability to work three to eight (3-8) hours on a vessel at sea. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable
RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations

<div class="">SECONDARY QUALIFICATIONS: Project management skills with history of implementation, reporting, and evaluating operational goals and objectives. Knowledge of international and federal permits. Data processing and programming knowledge. Demonstrated
scientific writing. Proposal writing experience. Familiarity with one (or more) Pacific Island cultures. Ability to safely operate a twenty-seven (27) foot boat with twin outboard motors after receiving training by PacIOOS personnel. Additional experience
in analyzing and communicating ocean data. </div>
