Description of Organization

The E&I Office provides technical leadership and field support for energy, engineering, and construction programs, and is taking the lead on emerging pollution programming.

Description of Position

The incumbent will serve as a Senior Air Quality/Energy Advisor and a leader in cross-cutting air quality, energy, and climate change capacities and programming.  S/He will provide high quality technical assistance, support and training to USAID Missions and regional bureaus.  The Advisor will provide technical and management leadership on air quality, renewable energy, and related issues and ensure integration of climate change (CC) mitigation goals and issues with USAID’s energy and air pollution programs. The advisor will contribute to USAID’s knowledge management on cutting edge practices and technologies, and support their incorporation in USAID air quality and energy programming and training.  Roles and responsibilities include:

  *   Serve as the lead technical expert on air quality for the Agency.
  *   Advise USAID/Washington (E3 and Regional Bureaus) and Missions in the analysis of air quality issues and the application of sector best practices. Ensure coordination with the Bureau for Global Health on health and air pollution linkages.
  *   Manage and provide technical oversight of centrally administered air quality activities that support E3’s technical leadership role and Mission programs, including dissemination of findings and best practices to USAID-assisted countries and the development community.
  *   Serve as the lead for CC mitigation and integration into E&I energy and air pollution programs. Includes consideration of international climate agreements, country CC mitigation priorities, climate finance and carbon pricing, energy sector carbon accounting and mitigation planning.
  *   Advances Agency priorities through Washington-based and in-country support of strategic planning, design, analysis and evaluation of country, regional and global air quality and energy programs, involving other U.S. Government departments and agencies, other divisions within USAID, and the U.S. and developing country private and NGO sectors.
  *   Attends and leads meetings, workshops, trainings, and events for the purpose of professional knowledge sharing; establishes and maintains effective working relationships with professional colleagues and institutions; and as required, undertakes short-term assignments in USAID countries with air pollution and energy portfolios.

Qualifications

  *   Must be a U.S. citizen.
  *   Must have one year of specialized experience equivalent to the next lower grade level of this position, FSL-03 (GS-13 equivalent).
  *   Deep knowledge in subject areas of air quality management, energy sector development, and/or climate change.
  *   Experience with air quality, renewable energy, energy efficiency and climate change programs and issues in a developing country context.
  *   Experience with integrated, cross-sectoral programs and issues including air quality management, air pollution/GHG emissions analysis, and mitigation planning and policy at national, regional and local scales in developing countries; policies and approaches for reducing emissions from the energy sector and improving its resilience to environmental and climate change impacts; and associated public health and environmental benefits.
  *   Must have extensive knowledge of development principles, concepts, methods and approaches and be able to communicate, influence and advocate for these topics verbally and in writing through the development and delivery of presentations, reports, trainings, and briefings to a range of internal and external audiences including senior level officials.
  *   Must demonstrate knowledge and understanding of the latest research, technical resources and tools around air quality (including public health issues), climate change, and the energy sector.
  *   Must demonstrate excellent interpersonal, facilitation, and team-building skills.
  *   Must be eligible to obtain and maintain a Secret security clearance.
