Division of Air Resource Management

Office of Air Monitoring

This is an entry-level environmental specialist position in the Division of Air Resource Management (DARM) that reports directly to the Program Administrator of the Office of Air Monitoring (OAM).  The OAM and our local program partners collect accurate real-time measurements of ambient level pollutants at over 200 monitors located throughout the state of Florida.  The data generated is used to define the nature and severity of pollution in Florida; determine which areas of Florida are in attainment; identify pollution trends in the state; support air quality forecasting; and develop air models and emissions inventories.  The program encompasses operation of the sampling and monitoring network, laboratory analysis of air samples, and quality assurance activities to ensure the quality of the data collected and disseminated by DARM and our local program partners.  In addition, technical assistance is provided to local programs and others active in air quality monitoring.

 Job Duties and Responsibilities:

This position is primarily responsible for providing support to DARM related air monitoring activities, including developing and revising various types of air monitoring quality assurance user documentation, including standard operating procedures (SOPs), technical notes, how-to guides, references, manuals, forms and instructions; reviewing and making technical environmental evaluations and recommendations concerning the collection, analysis and reporting of ambient air quality data; and gaining  knowledge of  air monitoring field operations, and air monitoring equipment operation, maintenance and repair. This position requires being a respectful team member, displaying a cooperative attitude, and achieving goals identified in the Division’s Business Plan.

 Documentation Support: Provides support in the preparation of standard operating procedures (SOPs) and forms used in the ambient monitoring and quality assurance program areas. Reviews, modifies, and distributes SOPs, forms and quality assurance documentation to comply with environmental standards, regulations, policies, and procedures.

 Data Verification and Audit Response Support: Participates in Level 1 data reviews. Monitors and reviews statewide trends in ambient air monitoring data and site and equipment operating parameters. Collates information from performance audits and site reviews.  Assists with records management and reviews for technical systems audits and corrective actions.

 Data Validation Support:  Participates in the review of data packets and the review of quarterly AQS Reports. Assists in the compilation and tracking of concerns and issues identified in the Monthly Review of Data Validation Reports, and as needed during the Data Validation quality assurance (QA) review process.

 Meeting and Training Support:  Records, distributes, and archives meeting, training notes and supporting materials.  Develops training support materials (presentations, videos, etc.) for program training events. Participates in program related training events.

 Operations and Maintenance Support: Gains knowledge of air monitoring equipment operations, maintenance and repair.

 Performs other duties as required by the Administrator or designee.

Knowledge, Skills and Abilities:

Minimum Qualifications:

Must have a bachelor’s degree with a major in one of the physical or natural sciences or engineering

Ability to maintain a valid driver’s license

Ability to operate a vehicle, safely and in compliance with traffic laws and regulations

Skilled in using personal computers, Microsoft Office Suite (e-mail correspondence, word processing, worksheets, etc.)

Skilled in performing basic math calculations

Essentials Qualifications:

Knowledge of the terminology, principles and analytical techniques of the physical and natural sciences

Knowledge of data collection and analysis principles and procedures

Skilled in database programs and records maintenance

Ability to collect, evaluate, analyze and interpret scientific and technical data

Ability to prepare technical reports

Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs

Ability to work independently

Ability to plan, organize and coordinate work assignments

Ability to communicate effectively both verbally and in writing

Ability to establish and maintain effective working relationships with others

Ability to contribute to the success of the organization

Ability to lift and carry up to 50 pounds without assistance

Ability to travel

Ability to be an effective, conscientious and respectful team member, in the performance of job duties

Preferred Qualifications:

Knowledge of the capabilities of the various State and Local air monitoring programs

Knowledge of the Code of Federal Regulations and State of Florida Administrative Codes as they apply to the quality assurance for ambient air monitoring

Skilled in preparing detailed technical documentation

Exceptional  verbal and written skills

Experience interpreting and applying environmental rules, regulations, policies and procedures
