COASTAL RESOURCES SCIENTIST SUPERVISOR

This position is located at the Coastal Protection and Restoration Authority
in the Feasibility Studies Section, Planning and Research Division.

 
The Coastal Resources Scientist Supervisor will be responsible for managing
feasibility-level planning of coastal protection and restoration projects.
In addition, the incumbent will support the Studies and Environmental Branch
role in the Coastal Wetlands Planning, Protection, and Restoration Act
implementation.  Responsibilities also include assisting in planning and
program input to interdisciplinary teams consisting of both CPRA personnel
as well as other state, federal, or non-governmental agencies.  The
incumbent is also expected to participate in stakeholder outreach and other
dissemination of project information.

The special entrance rate established for this position is $2,510.40
biweekly.  The maximum salary for the Coastal Resources Scientist Supervisor
position is $96,262.00 annually.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree in one of the following fields: agronomy; atmospheric
sciences; biological sciences; chemistry; coastal resource management;
ecology; engineering; environmental sciences; forestry; geosciences;
landscape architecture; marine science; natural resource management or
studies; oceanography; physical geography; planning; statistics; wetland
management; or wildlife and/or fisheries science, plus three years of
professional level experience in coastal resource management, wetland
resource management, environmental science, natural resource management, or
biology.


SUBSTITUTIONS:
Graduate training with less than a master's degree will substitute for the
required experience on the basis of fifteen semester hours in any of the
qualifying fields for a maximum of six months of the required experience.

A master's degree in any of the qualifying fields will substitute for one
year of the required experience.

A Ph.D. in any of the qualifying fields will substitute for two years of the
required experience.
 

NOTE:

Advanced degrees will substitute for a maximum of two years of the required
experience.


NOTE:
The transcript must state that the applicant's major is in one of the
specified fields. Baccalaureate or advanced degrees with majors in a field
not listed above which included a heavy concentration in qualifying courses
will not be considered qualifying.

 

Some specific fields which are not qualifying are agriculture, anthropology,
architecture, computer science, food science, mathematics, science
education, and nuclear science.

NOTE:
Any college hours or degree must be from a school accredited by one of the
following regional accrediting bodies:  the Middle States Commission on
Higher Education; the New England Commission of Higher Education; the Higher
Learning Commission; the Northwest Commission on Colleges and Universities;
the Southern Association of Colleges and Schools; and the Western
Association of Schools and Colleges.
 

Job Concepts

Function of Work:

To supervise staff involved in utilizing regulatory and/or non-regulatory
measures to create, restore, enhance, protect, and preserve the state's
coastal wetlands, marshes, flood plains, and other natural resources vital
to the state's economy and/or the safety of its citizens (private, public,
institutional, industrial, and governmental), and to protect the citizens of
Louisiana with hurricane flood protection measures.

 

LEVEL OF WORK:

Supervisor.

 

SUPERVISION RECEIVED:

Usually direct from a Coastal Resources Scientist Manager, but may receive
supervision from higher level personnel.

 

SUPERVISION EXERCISED:

Generally direct over Coastal Resources Scientists, but other subordinates
may be acceptable with DSCS approval.

 

LOCATION OF WORK:

State agencies involved in coastal science activities.

 

JOB DISTINCTIONS:

Differs from Coastal Resources Scientist 4 by the presence of direct
supervisory duties.

 

Differs from Coastal Resources Scientist Manager by the absence of
management responsibilities.

Examples of Work

Supervises, trains, and organizes workload (planning, scheduling, setting
priorities, establishing operating procedures to ensure accurate and
consistent results, etc.) for a functional unit or geographic region of the
state.

 

Prepares and negotiates scopes of work, priority of work, nature of
deliverables, costs and time tables for contractual support services or
material support.

 

Represents the Department at public hearings, workshops, conferences,
seminars, interagency steering committees, etc.

 

Conducts public hearings or meetings regarding highly complex and often
controversial proposed environmental activities, permit applications,
hurricane flood protection measures, or permits issued.

 

Evaluates and makes recommendations to Department officials regarding
federal, state, commercial, and private projects with potentially large
environmental and/or legal consequences.

 

May assist in establishing section policy and procedures, determining
program budget, establishing priorities, and effecting program revisions.

 

Serves as expert witness and provides technical testimony at legislative
hearings, enforcement proceedings, or legal proceedings.

 

Acts in the absence of the Coastal Resources Scientist Manager.

 

Supervises and coordinates the promulgation of complex regulations,
operating procedures, standards, and test methods with other state and
federal agencies.

 

Serves as consultant/advisor to various entities on hurricane flood
protection, coastal wetlands, marshes, flood plains, and other natural
resource issues.

  

Identifies and develops areas for environmental concern or action for future
study.
