The Water Resources Division (WRD) is responsible for promoting and coordinating the beneficial use, conservation, protection, and development of Montana's water resources. The Division carries out its duties to promote the general welfare, economic and social prosperity of the people of Montana. Sound coordination of the development and utilization of the state's waters allows the WRD to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, and recreational needs, as well as the conservation of water for wildlife, aquatic life, and other beneficial uses.
The Water Management Bureau (WMB) supports the mission of the WRD by conducting hydrologic assessments of Montana's surface water and groundwater resources, conducting water resource planning studies, fostering stewardship of the state's water resources through diverse outreach programs, providing technical support to other bureaus within WRD and supporting the development of new water resources policies, rules, and regulations. The WMB is organized into a Water Resources Planning Section, Hydro-sciences Section, and Compact Implementation Section. The work of all three Sections is coordinated through the Bureau Chief. In carrying out their duties, WMB staff frequently partner with local water users, watershed groups, conservation districts, other bureaus and Divisions within DNRC, and other state and federal agencies.
Job Overview:
The purpose of this position is to support the WRD and WMB in administration of the Water Use Act and to support implementation of the 2015 Montana State Water Plan. The hydrologist in this position supports development and implementation of the WRD's real-time stream gaging program, provides training and support on all facets of water measurement, and provides technical support and expert guidance to WRD's Water Rights Bureau and regional offices.
The primary mission of WRD's real-time stream gaging program is to collect, analyze, and present accurate, high quality 'real-time' flow and storage data in Montana's rivers, streams, and reservoirs. Hydrologic information generated through the program assists WRD with administering the Montana Water Use Act and aids WMB staff in developing basin water budgets, evaluating water supplies on multiple scales, evaluating proposals to increase storage, and modeling potential impacts related to increased development, climate change, and downstream demands. WRD has set a goal of installing and maintaining 100 real-time stream gages over the next 10 years.
The position works closely with staff from WRD's regional offices and the Water Rights Bureau to implement the Water Use Act and conducts water resource investigations to assist stakeholders in resolving complex water management issues. Responsibilities of the position may include surface-water modelling to investigate how geology, vegetation, land use including forest management, fires, and climate influence water availability. The position may also serve as an expert witness in a variety of water related legal proceedings. The position reports directly to the Hydro-sciences Section Supervisor; however; the incumbent is required to exercise considerable discretion, creativity, and professional judgment.

Qualifications
:
This position requires an extensive knowledge of the principles, theories, and methods of hydrology, as well as extensive knowledge of water use and water conservation methods in Montana. The hydrologist must have strong knowledge and practical understanding of a multitude of topics, including state and federal water policies, the implications of water policy decisions, hydrology, fluvial geomorphology, ecology, natural resource monitoring and climate science and be able to effectively correlate and translate the relationship and complexity of these water interactions for diverse audiences. This position requires experience and expertise in conducting research, data collection and analysis and skills necessary to effectively communicate findings to support the mission of the WRD.
Specific knowledge required:
1. Open-channel hydraulics as it relates to methods for water measurement using current meters, acoustic doppler instrumentation, and hydraulic structures such as weirs and flumes.
2. Water Law and use in Montana, water allocation, interstate and international river basin issues and compacts, water rights, Indian and non-Indian federal reserved water rights.
3. Methods for designing hydrologic investigations, including techniques and methods for analyzing data, developing hydrologic models, and reporting findings.
4. Irrigation system design and practices common to Montana including sprinkler and flood irrigation systems.
5. Mathematics, statistics, (especially statistical inference, regression, and probability), and computer methods in hydrologic analysis.
6. Geomorphology, and river channel processes, theories, and methods for understanding and determining how water use activities affect these processes and what can be done to mitigate adverse effects.
7. Data processing and management, and installation and troubleshooting of electronic equipment.
8. Spatial information development, data management, GIS software (ArcGIS), spatial data analysis and mapping principles would be advantageous.
A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
