The Programme Manager is a specialist role within the C40 Cities Air
Quality Team, responsible for coordinating delivery of technical assistance
to select C40 cities. As a specialist in this area, the Programme Manager
will work with the Programme Director, Air Quality, Technical Lead, Network
Manager, implementation partners, and local city staff to deliver a package
of air quality activities in cities, including technical assistance and/or
capacity building and/or knowledge development and sharing. S/he will
develop and coordinate solicitations of interest to member cities, work
with city staff to write scopes of work, create requests for proposals from
third party delivery partners, develop relevant contracts and agreements,
manage delivery partners to ensure timelines and deliverables are met, and
work with the C40 Network Manager to convene cities and partners to share
outcomes. The Programme Manager will work with the Technical Lead, Air
Quality to provide direct support to cities, and will create reports,
presentations, and other materials to disseminate findings. This unique
role offers an opportunity to work directly with leading cities to
implement exciting new air quality management projects, such as air quality
monitoring and assessment, health impact assessment studies, data
management and analysis, and identification and tracking of policy
interventions.

Responsibilities: • Manage delivery of a portfolio of air quality technical
assistance projects in member cities. • In line with the Programme goals
and strategy, develop project solicitations; and, in collaboration with the
Technical Lead and Programme Director, develop selection criteria and
identify effective projects to deliver. • Work with the Technical Lead and
city representatives to develop project plans and timelines, MOUs, and
other materials to define project outcomes and scope. • Develop Requests
for Proposals, identify potential delivery partners, and in collaboration
with the Technical Lead select winning proposals. • Develop contracts,
budgets, timelines, and agreements with delivery partners, collaborating
closely with C40’s legal, finance and contracting teams. • Contribute
content and expertise to workshop agendas, webinars, and other convenings.
• Track and report to the Programme Director on contracts, budgets, key
performance indicators and deliverables, ensuring they are on schedule. •
Contribute to development of knowledge products based on technical
assistance projects, including white papers, articles, and presentations
for disseminating project learnings. • Provide direct technical support to
member cities, when needed, including collaboration on new project
proposals.

Person Specification: • Prior experience working in government, business,
research, or consulting, with an environmental and/or sustainability focus.
Strong preference for experience related to air quality management,
particularly air quality monitoring and exposure assessment, and experience
working in or with city governments. • Proven ability in developing,
delivering, and reporting on programme plans, including contract and budget
management. • Excellent problem-solving, strategic thinking, and analytical
capabilities, coupled with an outcome, delivery-oriented approach. • Strong
written and verbal communication skills essential. English fluency
required. • Technical expertise in developing, implementing, advising on,
and/or evaluating municipal policies and citizen engagement programmes to
improve air quality. • Knowledge and experience related to air quality
management, transport, waste, energy and/or other relevant sectors
affecting air quality at a conceptual level. • International experience
desired, particularly working across different cultures, languages and time
zones. Excellent interpersonal and relationship-building skills important.
• Advanced degree in a relevant discipline.

Other Requirements: Applicants must already have the right to work in the
United Kingdom or the United States. Moderate travel may be required.
