Job Description and Duties
This is a unique opportunity to join the Community Air Protection Program, established to implement AB 617.  The Program is focused on reducing air pollution exposure in California's most impacted communities.
Staff in the Community Assessment Section work collaboratively with other CARB divisions, technical staff from air districts as well as stakeholders from community groups, industry, and other government agencies to address AB 617 technical requirements.  The primary responsibility of the section includes integrating findings from air quality monitoring, emissions inventories, air quality modeling studies, and other sources to characterize air pollution burdens in disadvantaged communities across the state. The section's work informs community assessment, identification and selection, and supports development and implementation of AB 617 air quality monitoring and community emission reduction programs within the selected communities.

This engineering position involves coordinating teams of technical and policy staff that utilize various data sets and technical tools to evaluate the air quality burdens faced by disadvantaged communities.  These evaluations may include air quality, emissions inventory, source attribution, or other technical analyses. The staff in this position will communicate these technical results to a broad set of stakeholders in common, easy-to-understand terminology which includes verbal discussion, reports and presentations.

The engineer will be required to work on both short and long-term assignments. In addition to supporting the core responsibilities of the section, these assignments may be utilized for various other purposes. Some of these include informing discussion on policy development, routinely updating the CARB Board on AB 617 communities, providing technical information for community outreach meetings, and communicating technical findings to stakeholders as needed.  Managing the varied duties of this position requires working both independently and in teams as well as working with the section supervisor to balance and prioritize assignments.
Demonstrating strong written, verbal, and interpersonal skills is a core part of this position.  Building trust with internal and external stakeholders requires fostering strong and lasting interpersonal relationships, developing an understanding of stakeholder perspectives, and maintaining a collaborative culture while also exercising discretion and good judgement.
Occasional overnight travel is required.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Excellent writing and communication skills are necessary for this position, as is the ability to simultaneously consider both technical and public policy information in work products. In addition to technical abilities, the ideal candidate will have experience interacting with the public and communicating technical data to stakeholders as well as awareness of how to tactfully handle policy-sensitive discussions. Experience in organizing seminars, workshops, and public meetings is a plus.
Knowledge of- or previous experience in emissions inventory development, air quality modeling, and source apportionment tools and techniques is highly desirable. Experience with computer programming, GIS analyses, or processing large datasets is also preferred.
The ideal candidate for this position will have a track record of prioritizing multiple assignments while producing high quality work products under stringent deadlines. The ability to maintain a sense of humor while working under ever-changing priorities is highly desirable.
