ECMWF has been entrusted to operate the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S) on behalf of the European Commission until the end of 2020. Copernicus is the European Union (EU) flagship Earth-observation programme. The programme ensures operational monitoring of the atmosphere, oceans, and continental surfaces, and will provide reliable, validated information services for a range of environmental and security applications.

ECMWF has long recognised the value of high-quality forecasts in mitigating the effects of natural disasters. Recognising that floods are among the costliest natural disasters in Europe, the European Commission instigated the development of the European Flood Awareness System (EFAS) at its Joint Research Centre (JRC). Development and testing were carried out in close collaboration with national hydrological and meteorological services, European civil protection agencies (through the Emergency Response and Coordination Centre (ERCC)), and other research institutes. Since 2011, EFAS has been part of the Copernicus Emergency Management Service - Early warning for floods (CEMS-Floods) and it became fully operational in 2012, with ECMWF being the computational centre responsible for the production of its forecast and their dissemination through its own web service.

Alongside this, ECMWF co-operates with the JRC in the provision of the operational Global Flood Awareness System (GloFAS), a scaled-up version of EFAS covering the global domain as a Copernicus EMS operational service since 2018. In addition, ECMWF is also part of the Aristotle-ENHP project, providing briefs to the Emergency Coordination Response Centre of the European Commission on possible upcoming floods in Europe and the world.

EFAS and GloFAS help to protect citizens, the environment, property and cultural heritage when major floods occur by providing:

·    added-value early flood forecasting products for hydrological services;
·    unique overviews of current and forecast floods in Europe (EFAS) and the world (GloFAS) more than three days in advance and;
·    a network of operational hydrological services.

More than 70 hydrological services and civil protection services in Europe are part of the EFAS network, whilst there are more than 4000 registered GloFAS users.
3.    Summary of the role
This position is a data handling support role in the Climate Data Store Team within the Copernicus Production Section of the Forecast Department. The team is responsible for the development of workflows and tools to integrate climate and environmental data (reanalysis and forecasts) within the Copernicus Climate Change Service C3S ‘Climate Data Store’ (CDS) infrastructure (https://cds.climate.copernicus.eu).

The CDS is the cornerstone of the C3S infrastructure. It contributes to the provision of Essential Climate Variables (ECVs), climate reanalyses, projections and indicators at temporal and spatial scales relevant to adaptation and mitigation strategies for various sectoral and societal benefit areas. The infrastructure progressively supports the provision of CAMS and CEMS datasets.
Along with the data, the CDS aims to include a set of tools for analysing its datasets. Users of the CDS can access these tools to develop their own applications online. The CDS has been designed to support a wide range of users with different needs, by facilitating the processing of large data volumes as well as the creation of simple visualisations based on multiple data sources.

Current CEMS-Floods products include pan-European/ Global overview maps of flood probabilities for short range (from several hours to 5 days ahead), medium range (up to 10 days ahead for EFAS, up to 30 days ahead for GloFAS) and seasonal range (up to 12 weeks ahead) and detailed forecasts at stations where the national services are providing real-time data. Some of the key CEMS-Floods products are now available through the CDS, facilitating uptake of the forecasts by a wide range of actors from the water sector to develop downstream applications.

The role of the Graduate Environmental Data Analyst is to develop software applications and workflows that help handling observed and forecasted environmental data and forecast products, including code to be integrated in the CEMS-CDS Toolbox. It will provide hands-on experience with hydro-climate data and tools using a cutting-edge technical infrastructure, and an opportunity to work with colleagues in a science driven, highly reputable international organisation.

The successful candidate will report to the CDS Manager and will work closely with the members of the CDS team to manage the catalogue of datasets served through the CDS, and with the Environmental Forecast Team responsible for CEMS-Floods data to integrate their data products into the CDS catalogue. The successful candidate will also work closely with CEMS data providers, as well as ECMWF scientists and other staff. She/he will become responsible for the handling of CEMS datasets, to ensure and maintain a high-quality data service to the end-users.

  *   Responsible for the governance of the CEMS datasets, including documents for CEMS products and services (e.g. methods description published on the Web Information Services, metadata descriptions for CDS-CEMS etc…)
  *   Responsible for updating the CDS-CEMS catalogue, which includes integrating new datasets and implementing any necessary updates required

  *   Developing, maintaining and continuously improving the relevant operational tools within the team’s areas of activities regarding CEMS data handling
  *   Working with the CEMS data providers on integrating their data sets into the CDS-CEMS catalogue
  *   Interacting on technical matters between the different partners working with the CDS
  *   Other similar duties as assigned from time to time

  1.  Qualifications and experience required

Education
A university Master degree in environmental/hydrological science, physics, applied mathematics, computational science, engineering or similar.


Experience
Recent Masters Graduate.
Experience in geospatial data handling within a Linux and Python environment would be desirable.
Experience with geospatial metadata and related standards would be an advantage.

Knowledge and skills (including language)
Good knowledge of Python.
Knowledge of netCDF format (additional knowledge of GRIB format would be a distinctive advantage).
Good knowledge of UNIX and code versioning with git or similar software would be an advantage.



Candidates must be able to work effectively in English and interviews will be conducted in English.


A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage.

Grade remuneration
The successful candidate will be recruited at A1 grade, according to the scales of the Co-ordinated Organisations and the annual basic salary will be £46,353.96. This position is assigned to the employment category STF-PS as defined in the Staff Regulations.
