Job Description

 

Job Title: Project Manager III

 

Location: Boulder, CO

 

Type: Full-time, Exempt, Management

Work Authorization: U.S. Citizenship, Permanent Residency, or other
protected status under 8 U.S.C. 1324b(a)(3) is required for this position.
UCAR/NCAR will not sponsor a work visa (e.g., J-1, H1-B, etc.) for this
position.

 

Where You Will Work: The University Corporation for Atmospheric Research
(UCAR) manages the National Center for Atmospheric Research (NCAR) and
various UCAR Cooperative Programs (UCP) - all in service of advancing
knowledge, providing community-based resources, and building human capacity
in atmospheric and related sciences.

 

What You Will Do: This is a full-time management position that provides
high-level project management for a large, complex Indefinite Delivery
Indefinite Quantity (IDIQ) program with the United States Geological Survey
(USGS) involving Advisory and Assistance Services in support of earth
science systems to include:  obtaining outside points of view; obtaining
advice regarding industry, university, or foundation research developments;
obtaining the opinions, special knowledge, or skills of noted experts;
support and improve the operation of organizations; ensure efficient and
effective managerial/hardware systems; and manage the necessary resources to
complete assigned tasks.  He/she will represent the organization nationally
and internationally in interactions with partners, cooperators, and
customers. He/she will ensure contract deliverables are met - timely and
within budget.

 

Responsibilities: Manages Advisory and Assistance Services in support of
earth science systems to five USGS science mission areas:  natural hazards,
water resources, energy and minerals, ecosystems and core science systems.
Provides high-level task order management for multiple highly complex
projects involving institutions/laboratories inside and outside UCAR/NCAR
having a high degree of external visibility and risk.

 

In partnership with project PIs and external program sponsors:

.        Work with research teams and sponsors to define research and
development priorities

.        Leads the development of project requirements, staffing needs and
funding sources and allocations

.        Manage resources, costs, quality and schedule performance.

.        Creates and monitors schedules and milestones

.        Leads and participates in technical and scientific meetings,
reviewing and guiding design and implementation decisions and ensuring that
efforts are moving ahead appropriately

.        Develops the overall project execution plan with input from other
project team members as required

.        Works with technical staff to ensure that design and implementation
decisions are understood and progressing according to the agreed upon
schedule

.        Contributes to reviews, and edits planning documentation,
correspondence, reports and strategic plans

.        Participates and leads as appropriate project meetings and monitors
the day-to-day progress of the project

.        Develops and implements mechanisms for monitoring and forecasting
project progress and for intervention and problem solving with project
members, line managers, and sponsors

.        Assesses project risks and identifies mitigation strategies

.        Prepares for and assists in conducting program reviews and
resolving programmatic and contractual issues that may arise

.        Manages multiple complex projects simultaneously

.        Supervises, mentors, and provides performance feedback on project
personnel as appropriate

.        Ability to travel both nationally and internationally

 

In partnership with UCAR and NCAR leadership:

.        Develops proposals in response to new task orders (size and scope
of the program may grow)

.        Manages Task orders as requested of USGS

.        Manages deliverables and ensures timely execution

.        Creates and manages performance measures

.        Establishes and maintains a complete Quality Control Program/plan

.        Provides and manages a subcontracting plan.

.        Provides monthly technical and financial progress reports

 

At the direction of the CPAESS Director, represents UCP at the UCAR and/or
NCAR level by participating in meetings and serving on working groups and
committees.   When appropriate, represents UCAR/NCAR in responding to
requests for scientific and technical information or assistance from Federal
and State policy makers.

What You Need:

Education and Years of Experience:

.        Bachelor's degree in science, mathematics or engineering and a
minimum of 5 - 7 years of experience at a Project Manager II (or equivalent)
level and demonstrated ability to successfully manage scientific or
technical complex projects.

 

Knowledge, Skills, and Abilities:

.        Experience with program operations functions including Finance,
Contracts, Planning, Proposals, and Reporting.

.        Demonstrated knowledge of system engineering and scientific
practices and methods.

.        Expert skill in project management principles.

.        Demonstrated skill in applying project management principles in a
research and technology transfer environment.

.        In-depth knowledge of, and demonstrated ability to apply government
contracts management processes and procedures.

.        Ability to work with UCAR Contracts personnel to meet contractual
needs of the projects.

.        Expert skill in managing large, complex multi-year
scientific/technical programs.

.        Expert skill in developing and managing complex schedules and
budgets.

.        Demonstrated expert skill in managing large, multidiscipline and
diverse scientific and technical teams.

.        Strong ability to motivate teams of individuals.

.        Expert skill in diplomatic advocacy in politically sensitive
environments.

.        Advanced demonstrated skill in effectively communicating technical
plans and results to both technical and non-technical audiences.

.        Willingness and ability to travel frequently.

.        Demonstrated skill in supervising project team members.

.        Excellent written and oral communication skills.

 

Desired:

.        An advanced degree in science, mathematics or engineering and at
least 10 years of progressively responsible experience in the conduct and/or
management of scientific or technical programs.

.        Experience with U.S. agency environmental, climate, weather, and
water science and technology strategies in a research and development
context.

.        Previous experience with Federal contracts and a strong working
knowledge of the FAR.

.        Attainment of Project Management Certification strongly desired.
