Job Description
Job Title: Associate Scientist II/III - NCAR Data Stewardship Coordinator
Location: Boulder, CO
Type: Full-time, Exempt
Position Term: 2-Years, with the possibility of extension.
Relocation: Relocation assistance is available for this position.
Work Authorization: UCAR/NCAR will sponsor a work visa to fill this position.
Where You Will Work:
Located in Boulder, Colorado, the National Center for Atmospheric Research (NCAR) is one of the world's premier scientific institutions, with an internationally recognized staff and research program dedicated to advancing knowledge, providing community-based resources, and building human capacity in the atmospheric and related sciences. NCAR is sponsored by the National Science Foundation (NSF) and managed by the University Corporation for Atmospheric Research (UCAR).
What You Will Do:
Serve as the NCAR Data Stewardship Coordinator, working across all NCAR Laboratories to support discovery and curation of digital assets including data, metadata, and software or documentation relevant to NCAR observations, numerical models, and data analysis. Duties include: support data management plan (DMP) development; coordinate asset preservation to meet Open Data requirements; present tutorials; write documents; provide consultation to NCAR staff on best practices for creating metadata and data using community standards, on available repository infrastructure, and on data submission procedures; build community data management practices; inform peer organizations about NCAR digital asset achievements and experiences; serve as a member of the Data Stewardship and Engineering Team (DSET) technical and support staff.
Responsibilities:
Data Curator
Support data ingest, metadata creation, and user engagement for the DASH Repository.
Data Submission Coordinator
Coordinate the DASH appraisal process (e.g., evaluating data submissions, recommending appropriate NCAR repositories, and confirming final submission).
Data Management Consultant
As point of contact for data expertise at NCAR, present tutorials and write guidance documents for data management best practices, essential metadata, data access workflows, data archiving, and data citation. Solicit collaborative assistance from experts across the organization and align education functions with DSET objectives. Respond to or redirect data-related questions from within and outside the organization.
Data Management Plan Guidance and Support
Work with the library staff and others to develop NCAR DMP templates and guidance documents. Assist with and review DMPs being prepared by NCAR PIs. Coordinate with NCAR data repositories to ensure curation and stewardship plans are sustainable and meet the requirements of UCAR, the funding agency, and federal regulations.
External Engagement
Engage with community activities that promote good data management practices. Maintain professional contacts within the community and foster development toward more cross-organizational federations and interoperability. Convey the NCAR success story to the broader community and bring back recommendations that move the repositories and systems toward more standardization such that data assets are findable, accessible, interoperable and reusable. Be or become recognized as a technical resource at NCAR and the community.
What You Need:
Education and Years of Experience:
* Bachelor or higher degree, or an equivalent combination of education and experience, in relevant areas such as Earth Sciences or Library and Information Science (LIS) in a geosciences setting, including such elements as data curation and stewardship, data management planning, user consulting, and/or external engagement and communication.
AS-II: Two to three years' experience or additional education post-Bachelor degree in scientific or technical research pertinent to geoscience data stewardship.
AS-III: Three to five years' substantial experience or additional education post-Bachelor degree in scientific or technical research pertinent to geoscience data stewardship.
Knowledge, Skills, and Abilities:
* Understanding and experience in all phases of the geoscience data lifecycle (collection, assembly, discovery, access, preservation, and use).
* Knowledge of archival data formats commonly used in the geosciences.
* Working knowledge and demonstrated skill with metadata standards.
* Understanding of data maturity models, archive reference models, and repository accreditation processes.
* Knowledge of data management trends in the geosciences.
* Excellent writing and presentation skills in English.
* Professional communication and interaction skills for widely varying audiences (senior scientists, data management professionals, data producers, and users) in individual consultations, group meetings, and conferences.
KSA that supports AS-III
* Well-developed knowledge of the data management field with ability to incorporate appropriate research ideas and techniques into work projects.
* Demonstrated skills in carrying out strategies and difficult tasks within broadly defined data management projects, organizing, prioritizing, and coordinating multiple tasks within such projects.
* Experience in solving routine and difficult problems, with limited supervision, and often in collaboration with various technical teams.
* Staff supervisory experience.
Desired but not required attributes:
* Computer programming skills in Python or other language(s) relevant to geospatial data management.
* Knowledge of database reporting and issue tracking tools.
* Familiarity with current web development or web-based content management systems.
* Knowledge of user interface design or usability assessment methods.
* Experience working alongside software engineering teams.
