Organizational Setting


The Government of Sri Lanka, through the Ministry of Ministry of Mahaweli Development and Environment have requested FAO's assistance in the preparation of a project entitled "Enhancing and bridging knowledge gaps in Sri Lanka's NDC implementation of AFOLU sector for Enhanced Transparency Framework (ETF)".  The project(s) project concept(s)/PIFs were approved by GEF Secretariat (June 2018).   The total GEF financing for the project endorsed by (respective national) GEF Operational Focal Point(s) is USD (1,000,000).  This is derived from GEF's new Capacity Building Initiative for Transparency (CBIT) focal area.



Reporting Lines


The incumbent will work under the overall guidance and supervision of (FAOR/country budget holder) and the GEF Project Design Expert and in close collaboration with other PPG team members, the Lead Technical Officer (Climate Change Officer - RAP), Lead Technical Unit in FAO HQ and related RAP and TCI-GEF Unit Coordination staff.

Tasks and responsibilities


The objective of this assignment is to support the preparation of and complete a full GEF Project Document and supporting materials for submission to the GEF SEC before 30 April 2018.

General tasks:



To achieve PPG objectives, the consultant will lead (the PPG design team) to carry out general tasks, including:

  *   Coordinate inputs with other PPG preparation support staff - GEF Project Design Expert, Agriculture Emissions MRV Specialist, and Knowledge Management and Reporting Specialist;
  *   Consult with and international stakeholders, and the FAO team to reconfirm the proposed project scope, potential operational and financing arrangements;
  *   Provide professional recommendations on design of appropriate consultative processes and PPG work schedule, and present in inception meeting;
  *   Provide consistent in country support to complete a fundable FAO/GEF Project Document, CEO Endorsement Request, and supporting documentation complying with the GEF-6 Trust Fund results framework, the GEF-approved PIF, CBIT focal area and general FAO-GEF requirements.
  *   Support the write up and consolidation of a detailed design for the GEF funded proposal, serving as primary author and providing overall conceptual guidance to project design.
  *   Ensure the project design process is participatory, and that the project is nationally relevant and 'owned'.
  *   Support the FAO country office(s) to identify potential co-financiers and secure co-financing commitments.
  *   Provide support to ensure all documentation gives due consideration to GEF SEC, STAP and GEF Council reviews and comments, including providing responses and commentary as necessary.
  *   Participate in and facilitate consultative, inception and validation workshops, meetings, providing clarifications and presentations as necessary.

Detailed Tasks:

To achieve these objectives, the (PPG Team Leader) will:

  *   Support the PPG and related project design process in close consultation with project proponents to ensure that the project/programme will be consistent with the GEF-6 CBIT, country and FAO objectives;
  *   Participate in meeting with the GEF Focal Point and country NDA to discuss the scope of the project, confirm PPG support and the level of resources to be allocated/dedicated to the project/programmes development;
  *   Support the FAO Country Office to pull together key assessments and reports in between international missions;
  *   Gather baseline information necessary for completion of full GEF project document and supplementary documentation;
  *   Support project preparation missions and lead follow-up consultations with key project stakeholders;


The consultant/team will provide support to review, reconfirm and/or amend (if/where necessary):

  1.  The global environmental issues, CBIT AFOLU focus, related national INDC mitigation and adaptation priorities, technical and reporting capacities, systems and barriers that must be addressed via the project and utilizing FAO comparative advantage;
  2.  Reconfirm the baseline scenario and associated baseline activities/projects (e.g. BUR and other relevant, existing databases and mechanisms) - analyse relevant past and ongoing activities, projects and programmes that seek to address AFOLU Enhanced Transparency Frameworks and identify priority gaps where these fall short;  based on the analysis of ongoing and planned projects/programmes, estimate potential baseline funding (sources of co-finance);
  3.  Review and, if necessary, re-define/focus the proposed alternative scenario, GEF focal area strategies, with a brief description of expected outcomes and components of the project;
  4.  Review and if necessary, re-articulate the incremental reasoning for the project
  5.  Highlight innovation and sustainability aspects of the proposed project and potential for scaling up or replication;
  6.  Carefully highlight partnerships, and synergies supporting scale out of impacts (i.e. supporting national reporting from other priority sectors).
  7.  If/where applicable, outline how the project can best address socioeconomic issues such as gender and indigenous communities' issues/ concerns;
  8.  Review identified risks that might prevent the project objectives from being achieved, and propose measures that address these risks in the project's design;
  9.  Outline the coordination with other relevant GEF-financed and other initiatives for co-financing components;
  10. Outline the knowledge management approach for the project, including, if any, plans for the project to learn from other relevant projects and initiatives, to assess and document in a user-friendly form, and share these experiences and expertise with relevant stakeholders;
  11. Describe tangible global environmental benefits and socioeconomic benefits for the intervention, and calculate/estimate their project targets;
  12. Re-confirm the identification of key stakeholders (including academia, private sector and Civil Society Organizations, if/where  applicable) who will be involved in the project, and institutional arrangements for project formulation and implementation in the form of co-financing;
  13. Define and justify all project components, indicative outcomes, outputs and activities and across the components; and
  14. Present and discuss the project's Prodoc, CEO endorsement document and tracking tool with government counterparts and FAO, incorporating feedback.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

  *   Professional degree (MS, JD, PhD, etc.) in agriculture, natural resource management, climate change, AFOLU and/or other relevant field.
  *   Minimum Five (05) years of demonstrated GEF experience in relevant fields with background related to successful design/preparation of full-sized FAO-GEF projects.
  *   Excellent English communication skills (speaking and writing)
  *   National of Sri Lanka
