Position Description
Seattle Public Utilities provides solid waste and drainage and wastewater services for Seattle residents and businesses, and drinking water for the 1.4 million regional customers both in Seattle and the 26 municipalities and special water districts also served by the Utility. This position reports to the Natural Resources Manager in the Watershed Management Division of Seattle Public Utilities (SPU) and is responsible for practicing wildland hydrological monitoring and aquatic ecosystem restoration. This position works within the interdisciplinary team of the Natural Resources Section under general supervision and provides technical field-based data collection, analysis, recommendations and project management on complex environmental issues and projects to support decisions that have City-wide significance. This position supports effective watershed protection and management, technical support to water supply system planning and operations, project management, science information management and documentation, interpretation of environmental laws, development of procedures to achieve environmental regulatory compliance, and incorporation of climate science and the development and implementation of proactive management solutions. Policy, regulatory and legal drivers for this position include, but are not limited to, the Cedar River Watershed Secondary Use Policies, Cedar River Habitat Conservation Plan (HCP), South Fork Tolt Watershed Management Plan, Muckleshoot Settlement Agreement and all relevant local, state and federal laws.
Job Responsibilities
* Managing the Hydrological Monitoring Program for the Cedar and Tolt municipal watersheds to track hydrological, stream channel and slope stability conditions that have the potential to impact water supply and water quality.
* Managing the Aquatic Restoration and Monitoring Programs under the Cedar River HCP, including project design, implementation, project effectiveness monitoring and long-term monitoring to detect ecosystem change.
* Providing technical and logistical support for riparian and upland forest restoration activities and other watershed management activities that may impact water quality and aquatic species.
* Participating in climate adaptation, resiliency planning and risk management efforts.
* Coordinating with the Water Resources Section on watershed activities.
* Providing project management of technical analysis and infrastructure improvement projects.
* Conducting quantitative data collection, management, analysis and reporting.
* Managing spatial data in geographic information systems, developing maps and managing databases.
* Supporting science information management framework, stewarding data, and writing documentation.
* Developing and administering consultant and service contracts, managing budgets, and training and supervising seasonal employees and/or interns.
* Developing, submitting and managing environmental permits to support restoration and infrastructure projects.
* Collaborating with internal and external partners, including county, state and federal agencies, Tribes, non-governmental organizations, and research and educational institutions on monitoring, research and management issues of local and regional concern.
* Staying informed about developments and innovations in natural resource management and climate change adaptation through literature review, continuing education, and professional meetings.

Qualifications
Education/Experience
* Bachelor's degree in natural or physical sciences, environmental sciences, planning (with emphasis on environmental issues), public administration/policy (with emphasis on natural resources), or related field.
* Three (3) years experience in environmental research and monitoring, environmental management, environmental law, impact analysis, environmental compliance, toxic substance management, or a related field.
* Other combinations of education, training and experience will be evaluated on an individual basis for comparability.
Licenses/Certifications
* Current State of Washington driver's license or evidence of equivalent mobility.
* Hazardous materials/toxic work may require specialized health & safety training and certification.
Work Environment/Physical Demands:
* Most field work is performed in remote wilderness locations, on rivers and reservoirs, and the rest in a normal City office/work environment.
* May require rotating on-call duty for hazardous spill responses and other emergencies.
* Ability to navigate remote mountainous terrain and wetlands, river systems, and lakes.
* Ability to hike long distances in remote mountainous terrain through heavy vegetation and woody debris in adverse weather conditions.
* Ability to carry heavy loads (45 pounds) over long distances.
* Occasional exposure to hazardous wastes, chemicals, and other conditions requiring safety precautions.
* A physical exam will be required for those selected to interview.
Additional Information
The ideal candidate has:
* Knowledge of watershed hydrological principles, current environmental research methods, and scientific knowledge in wildland hydrology, aquatic ecosystem restoration and monitoring and collection and management of quantitative and spatial data.
* Experience in managing, analyzing and interpreting data to support management decisions and recommendations; excellent written and verbal communication skills; and ability to incorporate new technology into monitoring and data management systems.
* Also preferred are experience in designing, installing and monitoring stream restoration projects; experience in developing and administering contracts and managing budgets; experience in collaborating and communicating with diverse and multiple stakeholders; and knowledge and experience in regulatory framework, including state and county and federal laws, including the Endangered Species Act and Habitat Conservation Plans, Clean Water Act, State Environmental Protection Act, and Forest Practices Act.
