The Cooperative Institute for Research in Environmental Sciences (CIRES) at the University of Colorado Boulder collaborates with the National Oceanic and Atmospheric Administration (NOAA) located at the Earth System Research Lab (ESRL), Global Systems Division (GSD) in Boulder, CO.
The Weather Information System Evolution (WISE) section within GSD develops weather-related software, systems, and associated tools used by numerous governmental agencies (domestic and international). A primary focus of WISE is developing improvements to the Advanced Weather Interactive Processing System (AWIPS) II, a computer system used by the National Weather Service (NWS) around the country. This system consists of software written primarily in Java and Python code.
One key development effort by WISE is the creation of Hazard Services. Hazard Services is a multi-year effort, and one foundational aspect of the program is to combine the capabilities of AWIPS WarnGen, Graphical Hazard Generator, and RiverPro into a single application. Currently, these critical applications allow NWS forecasters to produce hazard watch, warning, and advisory products and deliver various services. Other development areas for Hazard Services have, or will soon, include probabilistic hazard information, NWS National Center applications, and potential applications for international agencies. All three of these efforts require testing and evaluation of the software and associated workflows.
WISE is seeking a meteorologist to serve as a Software Evaluation Lead for several development teams within the Section. While the focus will be on testing and evaluating new functionality in Hazard Services on the AWIPS II platform, testing and evaluations on other systems could also be required. This position will be a critical component of the Hazard Services team, and will inform the software design and development based on testing and evaluation activities. Close interaction with user groups (e.g., operational forecasters, hydrologists, NWS Management, etc.), as well as software developers from various agencies such as GSD, NWS, and Raytheon, Inc. will be essential.

Responsibilities
* Under the guidance of the Program and Technical Leads, lead the testing and evaluation efforts for WISE development software, with a focus on the Hazard Services program.
* Perform testing and evaluation of WISE software, with a focus on the Hazard Services program.
* Provide guidance to developers based on user interactions, as well as test and evaluation results.
* Lead Test Team scrums and meetings, and facilitate test and evaluation-related communications.
* Lead or participate in meetings and conference calls with external users and developers, including forecasters, hydrologists, contractors, and management.
* Participate in Functional Assessment Tests and Regional Assessment Tests.
* Install and test code reviews to determine the correct functioning of new code developed.
* Write test plans based on predefined forecasting workflows.
* Assist the AWIPS configuration manager in the correct configuration of the AWIPS II system.
* Attend periodic meetings, workshops, and conferences with forecasters and technical staff.
* Report results through submission of tickets or formal documents.

Requirements
* Bachelor's Degree in Meteorology or closely related field.
* U.S. Citizenship or Permanent Resident status.
* Pass a National Agency Check with Inquiries (NACI, Federal background check).

* An understanding of the NOAA/NWS forecast and warning process.
* Experience and familiarity with NOAA/National Weather Service operations.
* At least one year experience with AWIPS II.
* Experience running applications in a Linux environment.
* Skill at troubleshooting complex technical problems.
* Advanced communication skills in order to relate ideas, results, and plans to management and colleagues.
* The ability to manage time well and prioritize work on multiple projects concurrently.
* Demonstrated reliability, self-motivation, and organization.
* A vision for advancing technical concepts, ideas and methods.
* Creativity in developing unique solutions to new or unusual problems.
What We Would Like You To Have
* Master's Degree in science or technical field.
* Background in computer systems, system networking, software installation, and programming languages, preferably Java and Python.
