Division Summary
The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater, Animal and Coal Ash Operations; and Water Planning. This goal is achieved through providing technical assistance, consultative services, permitting of regulated entities, certification of water treatment plant operators and wastewater operators, inspection and compliance activities, laboratory analysis and testing, and educational outreach and training.

WATER QUALITY PERMITTING SECTION
The Water Quality Permitting Section comprises the Wastewater Branch and the Wetlands Branch. Combined, both branches perform the following functions:

  *   Issue 401 Water Quality Certifications and Riparian Buffer Authorizations
  *   Coordinate and oversee statewide compliance activities protecting wetlands and buffers
  *   Perform applied scientific research of wetlands, buffers, and surface waters
  *   Issue NPDES wastewater permits and Authorizations to Construct
  *   Coordinate and oversee statewide NPDES wastewater compliance activities
  *   Coordinate and oversee statewide permitting of wastewater collections systems
  *   Coordinate the Division's emergency response activities
  *   Coordinate and oversee the statewide pretreatment program
  *   Issue non-discharge permits throughout the state
  *   Issue permits for wastewater sludge application
  *   Permitting of sewer line extensions

POSITION INFORMATION

This position is physically located in the Archdale Building in Raleigh, NC.

The Non-Discharge Branch (NDB) is principally responsible for the technical evaluation and permitting of wastewater treatment and disposal, reclaimed water, and residuals management systems that do not discharge to the surface waters of the State in accordance with the rules adopted by the Environmental Management Commission. The function of these permits, and the requirements included as conditions of these permits, is to ensure that the rivers, streams, lakes, estuaries, other surface waters and groundwaters of North Carolina are protected at or above the standards assigned to the specific waters. The NDB typically takes a lead role in program development for new and existing programs. Program development may include establishing criteria for new programs, rule making, training of staff and customers, reviewing existing criteria for program needs, etc.

The primary purpose of this position is to provide hydrogeologic insight and expertise to the permit application review process for facilities that discharge waste to the land surface. This position shall also serve as the central point of contact for the seven Regional Offices in regards to groundwater monitoring, data analysis, well construction, and well locating. This position shall also focus on the evaluation of existing non-discharge groundwater monitoring well networks to assist the Regional Offices in determining compliance, and whether or not the existing monitoring well network is sufficient and/or properly located.

The secondary purpose of this position is to provide detailed non-engineering review of residual management, non-discharge permit renewal, ownership change, and minor modification applications.

Work is multi-disciplinary and assignments address moderate to complex environmental issues, problems and/or projects. Employee may analyze and manage data; assist clients with compliance issues; manage projects in the area of assignment; work collaboratively with clients in problem-solving issues. Employee is involved with report preparation to track progress and identify trends.

Knowledge, Skills and Abilities / Competencies

1. Thorough knowledge of the concepts of geology, theoretical hydrogeology, chemistry and the methods/procedures for conducting hydrogeologic studies as applied to environmental work. (Professional Knowledge)

3. Considerable knowledge of groundwater hydraulics and the design/operation of groundwater-impacting waste treatment and disposal facilities (Professional Knowledge)

4. Knowledge of environmental law (e.g., Code of Federal Regulations, NC General Statutes, State Administrative Code, etc.), as well as policies and guidelines governing well construction and groundwater protection and management techniques. (Professional Knowledge)
