ECMWF has been entrusted to operate the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S) on behalf of the European Commission until the end of 2020. Copernicus is the European Union (EU) flagship Earth-observation programme. The programme ensures operational monitoring of the atmosphere, oceans, and continental surfaces, and will provide reliable, validated information services for a range of environmental and security applications. 3. Summary of the role 


ECMWF is recruiting a Senior Scientist/Senior Technical Officer in the Copernicus Services Department to support the Evaluation and Quality Control (EQC) function of the C3S. This function is responsible of mapping evolving user needs into viable service requirements, assessing technical and scientific quality and fitness for purpose of the C3S service and its products, and identifying gaps and research needed to improve the service. It comprises a variety of projects and activities addressing all elements of the service, i.e. the Climate Data Store and its contents, the Sectoral Information System, and Outreach and Dissemination. These projects and activities are mostly carried out by consortia of subcontracted entities engaged by ECMWF via competitive procurement. 

The Senior Scientist/Senior Technical Officer will be responsible for the effective implementation of the C3S EQC function, including the scientific coordination and technical management of the related EQC procurement contracts. He or she will promote the projects within the C3S and ensure that EQC outcomes are effectively communicated to stakeholders, including the European Commission. 4. Main duties and key responsibilities 




Main duties: 



    * Formulating objectives for EQC operational activities 
    * Managing and leading the EQC contracts, from preparation of tenders and contract negotiation to successful and timely final delivery 
    * Monitoring and driving EQC subcontracted consortia to ensure successful and timely delivery of the required outcomes, including scientific and technical assessment of all C3S products: ECVs, reanalyses, seasonal forecasts, climate projections, as well as the technical quality of the service provision and overall performance 
    * Ensuring that EQC contracts outputs are scientifically sound, relevant, consistent, complete and timely, and directly respond to user needs 
    * Ensuring that all C3S products are fit for purpose, and that users are provided with the product quality information relevant and suitable to their needs 
    * Interacting with other members of the C3S team to ensure that relevant outcomes of the EQC activities are properly addressed by the product and/or service providers 
    * Assessing and communicating EQC outcomes with implications for C3S requirements 
    * Assisting the C3S management team with planning and reporting

6. Qualifications and experience required 


Education 	

Advanced Degree in atmospheric science or other relevant subject. 


Experience 	

Strong scientific experience and background with a broad understanding of climate science and climate services. 

Demonstrated experience and knowledge of working with international projects. 

Experience working with a multidisciplinary team of scientists 


Knowledge, skills (including language) 	

Clear understanding of the role of Earth observations in climate services development. 

Candidates must be able to work effectively in English and interviews will be conducted in English. 

A good knowledge of one of the Centre’s other working languages (French or German) would be an advantage. 7. Other information 
Grade remuneration 

The successful candidate will be recruited at the A3 grade, according to the scales of the Co-ordinated Organisations and the annual basic salary will be £71,861.52 net of tax. This position is assigned to the employment category STF-PL as defined in the Staff Regulations.

Starting date: As soon as possible. 

Length of contract: Until 31 of December 2020.
