Responsibilities:

The Deputy Director, acting under the direct supervision of the NCEI Director, is responsible for providing operational oversight of the Center's data management and stewardship responsibilities, including acquisition, processing, archiving, dissemination, and exchange of environmental data and information.  The Deputy Director will coordinate with the scientific leadership at NESDIS Headquarters, the Center for Satellite Applications and Research, the Joint Polar Satellite System and the Geostationary Operational Environmental Satellite-R Series Program Office.  S/he is further responsible for providing oversight of a broad science-based environmental data synthesis effort consistent with the NESDIS/NOAA mission.  Key duties include:


?  Operate NOAA's center for processing, storing, and servicing retrospective environmental
records as a designated Federal Agency Records Center.  Such operations emphasize technological and scientific excellence to the public.

?  Perform all data management functions regarding data acquisition, archiving, retrieval, indexing, quality assessment, evaluation, synthesis, dissemination, and publication from global and national observation networks that are sufficient to describe the environment, have
enduring value to the Nation, and facilitate sustained economic growth, exercise scientifically sound environmental management, and public safety.

?  Provide sustained monitoring and assessment of environmental trends and variations from national and global databases that describe the condition of atmospheric (weather, climate, and paleoclimate), geophysical (space and terrestrial), and oceanographic (hydrographic, physical, biological, and chemical) environments and their interaction with both ecosystems and the built environment, working with national and international groups (e.g., the Intergovernmental Panel on Climate Change).

?  Develop, operate, and maintain reference climate networks (e.g., the U.S. Climate Reference Network) necessary to monitor and track changes in essential climate variables, including processing systems to exploit the potential of new automated observational networks.

?  Prepare and provide products and services to users as a basis for regulatory standards and policy decisions, including federal, state, academic, and international scientific users.

?  Provide facilities, data processing support, data exchange, and training and expertise, to meet U.S. bilateral and international commitments, principally with the World Meteorological Organization, International Hydrographic Organization, International Geosphere-Biosphere Programme, and Intergovernmental Oceanographic Commission.

?  Operate the World Data Systems components for Geophysics, Meteorology, Oceanography, and Paleoclimatology under auspices of the International Council for Science, providing expertise for intergovernmental and nongovernmental scientific programs.

?  Provide liaison with state, regional, and federal agencies to coordinate national environmental data and information program activities, and coordinate with other environmental information offices and research programs to advance science and technological approaches.

?  Provide data stewardship services, including transforming sensor data records into climate data records and climate information records for analysis and the timely and authoritative communication of climate changes and variations.

?  Support the Director in the fulfillment of the responsibility for the implementation and potential activation of the NOAA Continuity of Operations.

?  Ensure a safe workplace for all employees through facilities and logistical coordination and leadership across all of NCEI's principal locations.

Executive Core Qualifications (ECQs):

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Qualification (PTQs)

Candidates must respond to each PTQ below which must provide specific examples that address
relevant experience and accomplishments.  Responses to all PTQs must not exceed 4 pages typed in 12 point font (i.e., no more than 2 pages per PTQ).  Applications directing the reader to search within the application, to "See Resume/Refer to Resume", or failure to address any of the PTQs will be considered incomplete and will not be considered.  As a result, you will be rated as "incomplete".

PTQ 1 - In-depth technical knowledge of, and experience in environmental data and information management and exchange in support of U.S. stakeholders (e.g., NESDIS, NOAA, DOC, Interagency, sectoral, regional, public, private, non-governmental organizations), as well as international
partners (e.g., World Data Systems for Data Systems components for geophysics, meteorology, oceanography, and paleoclimatology, World Meteorological Organization, International Hydrographic Organization, International Geosphere-Biosphere Programme, and Intergovernmental
Oceanographic Commission).

PTQ 2 - Knowledge and experience in coordinating applied scientific research of environmental data, as well as the stewardship of environmental data using informatics and related technological advances, and information exchange and services across Federal, academic and international organizations for climate, weather, coasts, oceans, and geophysics.

Location:  Asheville, NC


Education:  Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Or

Combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Compensation:  $126,148 to $189,600.00 (relocation (PCS) may be authorized)

Travel:  Occasional travel
