Job Description and Duties

MULTIPLE POSITIONS ARE AVAILABLE


The Community Assessment Section is responsible for informing community-scale air pollution control efforts under AB 617 based on assessments of and integrated findings from air quality monitoring, emissions inventory, air quality modeling, and other sources of information linked to community-scale pollution burdens. Section staff works collaboratively with staff across CARB divisions and with a wide range of stakeholders, including air district staff, community groups, industry, and other technical experts in local, state, federal, or international government agencies to address multiple AB 617 requirements. This includes informing CARB's statewide strategy to reduce community-scale air pollution and the selection of communities within which air districts must deploy air quality monitoring or conduct community emission reduction programs.  Section staff will also work on reviewing and evaluating results from these efforts within communities once they are implemented.

The ARE will lead, coordinate and review various technical and policy oriented tasks related to the development and refinement of criteria for AB 617 community assessment, identification and selection. This will require understanding air quality and emissions data, screening tools such as CalEnviroScreen and other refined air quality modeling and source apportionment methodologies to quantify air quality burden in disadvantaged communities. The incumbent will work with air districts and other divisions at CARB to review, identify, gather, consolidate, produce or analyze technical results to quantify emissions source contributions. The ARE will coordinate with other divisions at CARB on air quality modeling or emissions inventory development using community-specific data. Working with other divisions at CARB, the ARE will conduct or coordinate the review of technical analyses contained within the Community Emission Reduction Plans for completeness. To support the implementation of these reduction plans, the incumbent will review data collected to track communities progress on meeting emission reduction milestones stated in the reduction plans. The incumbent is expected to develop and implement standardized technical approaches, perform computing/programming and consolidate results in a database to complete these tasks.

We are looking for a creative, innovative, and enthusiastic team player with strong technical and analytical skills, great interpersonal skills, and excellent written and oral communication skills.  Ideally, they will have the ability to process, mine, or interpret large datasets using off the shelf tools like Excel or Access as well as through customized computer programming (ideally in open source programming languages like Python or MySQL).  They will be a good listener that can work independently with a broad range of stakeholders, community members and staff in other divisions at CARB.  In addition, their experience will demonstrate that they can accommodate the needs of an emerging, fast-paced program with tight timeframes, including being able to assess science, engineering, and public policy information simultaneously.  Ability to maintain a sense of humor while working on time-sensitive assignments under ever-changing priorities would be an asset. The successful candidates will have demonstrated the ability to multitask while consistently producing high quality work products. Superior writing skills is a pre-requisite to be considered and an essential quality to be successful in the program.

Occasional overnight travel may be required.
