Requirements
Candidate must have a Bachelor's degree in environmental science,
environmental planning, engineering, urban planning, public policy,
environmental policy and planning, international studies, business or public
administration, and five (5) years of professional sustainability program
management, resource management, resilience-building, energy efficiency, or
environmental policy experience.
Licenses and Certificates: Texas class "C" Driver's License or equivalent
from another state.
General Purpose
Under general direction, coordinate strategic resilience and sustainability
initiatives related to energy management, sustainable building design,
active transportation, sustainable food systems, resource management,
sustainable economic development, and urban resilience.
Typical Duties
Coordinate, develop, and implement resilience and sustainability programs.
Involves: Coordinates city-wide urban resilience goals, and/or oversees
projects in areas such as but not limited to, sustainable economic
development, environmentally-preferable procurement, energy conservation and
efficiency, clean energy, climate adaptation planning, sustainable food
systems, and sustainable building best practices. Leads cross-departmental
efforts to develop and implement programs, polices and guidelines to achieve
broad resilience and sustainability goals; consults with City departments on
the implementation of policies and plans; and monitors and reports on
progress of resilience and sustainability initiatives toward achieving City
strategic goals and ensures effectiveness and compliance of programs.
Advocate and model resilience and sustainability concepts within the
organization. Serve as a catalyst to produce culture change within the City
that integrates values identified in the Resilience Strategy into the City's
business practices. Act as a team leader working with City staff to develop
initiatives, assess cost effectiveness, technical feasibility, and potential
barriers to success. Coordinate marketing and communication for resilience
and sustainability programs with Public Affairs Office to disseminate public
information, increase visibility and support for sustainability and
resilience.
Performs related administrative duties. Involves: Represent the City in
various meetings and interact with a wide range of officials, department
directors, coworkers and the public. Coordinate a variety of promotional
publications to communicate information on programs. Oversee contracting
activities within program area, prepare requests for proposals or quotes,
analyze proposals, recommend awards, ensure quality of products and services
delivered, and track expenditures against approved budget. Prepare and
manage annual program budget, and assist with grants, contracts and
financial reporting. Monitor and manage all program grants, contracts and
fiscal activities. Track expenditures; project future funding needs;
identify appropriate and available funding sources; prepare applications to
various grant programs; manage grants.
Supervise assigned personnel. Involves: Supervise directly and through
subordinate supervisors. Schedule, assign, instruct, guide and check work.
Appraise employee performance. Provide for training and development. Enforce
personnel rules and regulations and work behavior standards firmly and
impartially. Counsel, motivate and maintain harmony. Interview applicants.
Recommend hiring, termination, transfers, discipline, merit pay or other
employee status changes.

Salary Range: $55,633.64 - $77,748.01 / annually
The starting salary is generally at the beginning of the salary range.
