Description of Job The Work Unit:
The Modeling and Emission Inventory (MEI) Unit performs and reviews air 
quality-related analyses for a variety of air programs to meet Federal 
and State regulatory requirements, including state implementation plans, 
stationary source permitting, mobile source control programs, National 
Environmental Policy Act actions, and hazardous waste site studies. The 
analyses include air quality impact modeling, emission modeling, 
meteorological analysis, and emission inventory development. The spatial 
scales of analyses include near-field, far-field, and regional scale. 
Emission inventory work includes the compilation and development of 
comprehensive multi-pollutant inventories suitable for use in air 
quality modeling and conformity. Emission inventory development work 
includes on-road and non-road mobile sources, area sources, and small 
stationary sources not included in the Division's Air Pollution Emission 
Notice program. Meteorological applications include review of the 
adequacy of meteorology for near-field modeling and evaluation of output 
from meteorological models for regional modeling purposes. This unit 
also exists to provide technical work products and analysis to internal 
and external customers.

What You'll Be Doing:
This position exists for application of scientific research methods, 
theory, and principles in the identification, study, and solution of air 
pollution problems; application, development, and validation of 
mathematical air quality models that compute or simulate the emission, 
transport, and fate of airborne contaminants; assessment of air quality 
impacts from air pollution sources to demonstrate compliance or 
noncompliance with state and federal regulations and thresholds of 
concern; issuance of air quality forecasts and pollution advisories; 
research, development, validation, and application of meteorological 
methods for forecasting air pollution levels; development of spatially 
and temporally complex models of air pollution emissions; meteorological 
analysis for air quality permitting; application of mathematical and 
computer models of air pollution dispersion to predict impacts of 
proposed activities; communication of the results of this work in 
reports, publications, and presentations. This position also develops 
emission inventories and performs other duties of the unit as necessary.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal 
Rights Minimum Qualifications:
Graduation from an accredited college or university with a bachelor's 
degree from an accredited college or university in meteorology, 
atmospheric science, engineering, environmental science or closely 
related field/*AND*/two years professional experience in air quality 
related meteorology and experience performing and supporting technical 
air quality analyses.

Substitutions:
A graduate degree in from an accredited college or university in 
meteorology, atmospheric science or environmental engineering, 
environmental science or closely related degree may substitute for one 
(1) year of the professional experience monitoring ambient air quality 
to include air quality–related modeling expertise and experience to 
performing and supporting technical analyses. Experience of the type and 
nature listed in the duties above may substitute for the required 
education on a year-for-year basis.

Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly 
desirable for this position and will be considered in selecting the 
successful candidate:

  * Graduate degree in meteorology, atmospheric science, engineering,
    environmental science
  * Course work or experience in atmospheric chemistry
  * Knowledge and experience developing and performing quality control
    and quality assurance procedures
  * Knowledge and experience performing data verification and data
    validation
  * Knowledge and experience managing and analyzing large data sets
  * Knowledge and experience with MS Office Suite, and relational
    databases (e.g., SQL experience)
  * Knowledge and experience writing technical reports
  * Ability to effectively communicate both orally and in writing with a
    wide range of audiences
