Description of Job 02125:

    The Work Unit: The Modeling and Emission Inventory (MEI) Unit is
    located in Air Pollution Control Division and performs and reviews
    air quality-related analyses for a variety of air programs to meet
    Federal and State regulatory requirements, including state
    implementation plans, stationary source permitting, mobile source
    control programs, National Environmental Policy Act actions,
    emergency response, and hazardous waste site studies. The analyses
    include air quality impact modeling, emission modeling,
    meteorological analysis, and emission inventory development. The
    spatial scales of analyses include near-field, far-field, and
    regional scale. Emission inventory work includes the compilation and
    development of comprehensive multi-pollutant inventories suitable
    for use in air quality modeling and conformity. Emission inventory
    development work includes on-road and non-road mobile sources, area
    sources, and small stationary sources not included in the Division's
    Air Pollution Emission Notice program. Meteorological applications
    include review of the adequacy of meteorology for near-field
    modeling and evaluation of output from meteorological models for
    regional modeling purposes.  This unit also exists to provide
    technical work products and analysis to internal and external
    customers. What You'll Be Doing: This position supervises the
    Modeling and Emission Inventory Unit within the Technical Services
    Program. In addition to the supervisory responsibilities, this
    position works with the staff authorities and work leads in the unit
    and contributes senior-level air quality–related modeling expertise
    and experience to performing and supporting technical analyses that
    are completed by the unit in a timely manner, following applicable
    regulations and guidance. This position also provides updates and
    advice to division management on issues being worked on by the Unit,
    as needed.  The position ensures that the Unit provides strong
    customer service, and promotes collaborative and constructive
    relationships with internal and external customers, to help achieve
    the Department's mission of protecting public health and
    environment, in an effective and efficient manner. This position
    also oversees the development and maintenance of tools that support
    air quality modeling, atmospheric data analysis, the air quality
    index, and air quality data web-based reporting systems using
    scientific programming, geophysical models, or specialized GIS
    applications. This position monitors workflows between the unit and
    other programs within the Division and Department, and with external
    customers.



Description of Job 01885:

The Work Unit:
The Meteorology and Prescribed Fire (MPF) Unit reports current statewide 
air quality levels to the public, performs air quality forecasting for a 
variety of purposes, and issues air quality health advisories. The Unit 
performs climatological analysis of air pollution, analyses of air 
pollution episodes, and studies air quality from a variety of 
perspectives. The unit is responsible for prescribed fire smoke 
management permitting and compliance consistent with state statue as 
well as Air Quality Control Commission regulations.

What You'll Be Doing:
This position manages and supervises the Meteorology and Prescribed Fire 
Unit within the Technical Services Program. In addition to the 
supervisory responsibilities, this position provides a level of 
expertise commensurate to the unit staff scientists to support technical 
analyses and to assure high quality work products in a timely manner, 
following applicable regulations and guidance. This position also tracks 
and manages workflows between this Unit and other Units/Programs within 
the Division (notably the Planning and Policy Program, the Modeling and 
Emissions Inventory Unit, and the Open Burning Unit). This position also 
provides updates and advice to division management on issues being 
worked on by the Unit, as needed  The position ensures that the Unit 
provides strong customer service, and promotes collaborative and 
constructive relationships with internal and external customers, to help 
achieve the Department's mission of protecting public health and 
environment, in an effective and efficient manner.

  * Manages the issuance of daily air quality forecasts for Colorado. 
    Develops staff forecast schedules.  Forecasts statewide air quality
    and weather conditions by analyzing real-time meteorological and air
    quality data, studying and interpreting National Weather Service
    (NWS) forecast and analysis data sets,  and forecast model output,
    and by applying the principles of forecasting to predict
    local/regional air quality conditions for a period of a few hours to
    6 days in the future.
  * Issues air quality index forecasts for criteria pollutants,
    visibility forecasts and air pollution health advisories. 
    Interprets air quality conditions and reports information about the
    air quality forecast on a daily basis to the news media, CDPHE staff
    and others.
  * Manages and performs the climatological analyses of select high
    pollution episodes or periods in support of exceptional event
    documentation, air quality modeling for State Implementation Plans,
    non-attainment area designations, and air quality monitor siting.
  * Ensures operation of the Prescribed Fire/Smoke Management Program is
    in compliance with relevant state law and implements regulatory or
    programmatic changes if needed to achieve greater
    compliance/consistency.  Determines priorities and tasks for the
    Prescribed Fire group and oversees and directs the permitting of
    prescribed fires. Represents the Prescribed Fire Program in meetings
    with burn agencies/permittees and at agency meetings.
